I generally dislike most cities in the Philippines due to their general uninteresting nature and bad air pollution. Bacolod, I will say, is not that bad. While it doesn't have any big attractions, there is some life and culture around the city, interesting to explore for a day. Eating options are pretty good as well.
Bacolod is surprisingly interesting city. I can see it would be a good place for expats. There are many good quality restaurants, both budget friendly and high-end, easy to navigate, and pleasant. Only 1 hour fast ferry ride away from Iloilo city, and a number of buses and jeepneys originates from here to north and south of Negros Island. It's a good place to stop for a day or two.
The Bacolod Masskara Festival is a much anticipated festival in Bacolod City known as "The City Of Smiles. The festival began during a period of crisis where sugar cane, the province primary agricutural crop went all time low due to sugar substitutes in the 80's. At this time around, an inter island vessel carrying people from this city sank with an estimated 700 lives lost. This tragic events gave birth to the Masskara Festival where people take the streets to dance with their sad faces covered in mask with smiling faces to show that despite hardships and trials the people in Bacolod City will stand strong and continue to thrive. This became the City's charter day from then on. :-)
